Nice looking machine.
The Aristocrat will require a 220 volt, 30 amp circuit. Many of these machines can be wired as 110 volt, but it requires a special 110 circuit with very high amperage. Not a standard 110 volt circuit. These 110 volt circuit must have been more common in the past. Today, it is much easier to use the more standard 220 volt circuits.
The part that spins inside the kettle is the agitator. So strange that it would be missing. Most likely you will need to find a replacement kettle to find the agitator. There were at least two styles of agitators. Not sure if they are interchangeable. Another option would be to have one machined. It looks like a fairly simple part. Would be happy to provide information on the one I have if you decide to have it machined.
